\nBackground Information- Job Specific\n\nUNOPS support Global Pulse which is a flagship innovation initiative of the United Nations Secretary-General on big data. Its vision is a future in which big data and AI are harnessed and used responsibly as a public good. Its mission is to accelerate discovery, development and scaled adoption of data innovation for sustainable development and humanitarian action. To this end, Global Pulse will work to promote awareness of the opportunities Big Data presents for sustainable development and humanitarian action, forge public-private data sharing partnerships, generate high-impact analytical tools and approaches through its network of Pulse Labs, and drive broad adoption of useful innovations across the UN System.\n\nGlobal Pulse implements data innovation programs through its Pulse Labs to provide UN and development partners with access to the data, tools and expertise required to discover new uses of big data and AI for development. Global Pulse develops policies, toolkits, applications and platforms to improve data-driven decision-making and support the evaluation of promising solutions.\n\nPulse Lab Kampala (http://www.unglobalpulse.org/kampala) is an inter-agency initiative of the United Nations in Uganda. The first of its kind in Africa, it brings together researchers from Government, the UN, non-governmental organizations and private sector to explore the utility of new sources of digital “Big Data” (such as social media, mobile data, online information) and real-time analysis techniques for social development monitoring and program planning.\n\n\n This is a position in UNOPS for supporting projects carried out for Global Pulse. The incumbent of this position will be personnel of UNOPS under its full responsibility.\n\n\nFunctional Responsibilities:\n\nUnder the guidance of UN Global Pulse senior management, the consultant will support Pulse Lab Kampala to design and build an application for tuning of the FM radio on the Android platform to support the monitoring and achievement of the Global Goals.\n\nSpecific duties include:\n\n\n* Build a library to be used to build an app that tunes FM radio on Android supported on at least 3 mobile phone manufacturers;\n\n* Design and build an application for tuning of FM radio on the Android platform that uses inbuilt FM radio chips within the phone. The Application shall be the test case for the library to confirm it works as requested;\n\n* Extend the FM Radio Application to allow it automatically pick frequencies to tune in;\n\n* Extend the FM Radio Application to allow it automatically upload FM Radio streams to a defined server.\n\n\n\n\n\nEducation/Experience/Language Requirements:\n\n\nEducation\n\n\n* Advanced Degree in Computer Science, Engineering or related field. A first level degree with an additional 2 years of experience will be accepted in lieu of an Advanced Degree.\n\n\n\n\n\nExperience\n\n\n* Minimum of five (5) years of proven software development experience with at least 3 years development experience in mobile apps inclusive of Android App development is required;\n\n* Proven experience working with the Android SDK is required;\n\n* Proven experience building Native Apps for Android using the Android NDK is required;\n\n* Experience working with data streams on Android both locally and remotely through APIs such as REST and data structures such as JSON is desired;\n\n* Working knowledge of the general mobile landscape, architectures, trends, and emerging technologies is desired;\n\n* Strong knowledge of Android UI design principles, patterns, and best practices is desired;\n\n* Proven ability to understand business requirements and translate them into system requirements is an asset.\n\n\n\n\n\nLanguage\n\n\n* Fluency in English (written and oral) is required.\n\n\n\n\n\nContract type/level and duration\n\n\n* Contract type: Individual International Contractual Agreement (IICA) \n\n* Contract level: IICA-2 ( ISCS-10) \n\n* Contract duration: 3 Months (with the possibility of extension subject to funds availability and satisfactory performance)\n\n\n\n\n\n \n For more details about the ICA contractual modality, please follow this link:\n https://www.unops.org/english/Opportunities/job-opportunities/what-we-offer/Pages/Individual-Contractor-Agreements.aspx \n\nAdditional Considerations\n\n\n* Please note that the closing date is midnight Copenhagen time\n\n* Applications received after the closing date will not be considered.\n\n* Only those candidates that are short-listed for interviews will be notified.\n\n* Qualified female candidates are strongly encouraged to apply.\n\n* UNOPS seeks to reasonably accommodate candidates with special needs, upon request.\n\n* Work life harmonization - UNOPS values its people and recognizes the importance of balancing professional and personal demands.
